i) The Chinese calligraphy scripts incident:

Between October and November of 1975, the school

announced that it would order on behalf of students the "Wong

Hei-chi Script" and the "Ling Fei-king Script", and the price

would be discounted 20% of 80 cents, i.e. 65 cents. But after

the students had signed for buying the scripts, the school charged

them $1. The price printed on the back of the scripts was also

altered from 80 cents to $1.

ii) Commission drawn from students'

lunch:

From 1975 onwards, the school had asked caterers to

cater for meals at lunch hour and students could join lunch-

catering on their own accord. In the school year of 1975-76,

each dish of rice was charged for $2.30 and in the year 1976-77,

the charge was increased to $2.60. During these two years, 30 cents

caterers received only $2 and $2.30 respectively. The caterer of

the past year was Mr. Lau Hing, who operated the business laboriously

but ended up in finding himself suffering heavy losses. He closed

down his business in February 1977, not even able to sustain till

the end of the school year.

iii) Injury case of Ah Choi, a member of the janitor staff:

Ah Choi had worked in the school since its opening.

In December 1976, while cleaning the windows of the school, she

fell down and got injured when the ladder she was standing on broke

into two pieces. She had to stay in hospital for treatment. The

teachers were anxious to know whether the school had insured the

janitors against injuries and whether compensation would be paid

to Ah Choi. But no definite answer was given to them. In the

meantime, the school made deductions in Ah Choi's wages while she

was taking sick leave claiming that the money would be shared by

other janitor staff members who took up her duties. This practice

further puzzled the teachers, and so they went to the school book-

keeper and other minor staff members for further details.

3) Decision to bring the matter to the ICAC

After thorough investigations, the teachers discovered

that the school had procured a sum of over HK$290,000 from the
