I am replying to your letter of 7 July to Evan Luard enclosing correspondence from Mr Walter Easey and two representatives of the teachers of the Golden Jubilee school in Hong Kong about the dispute which led to the closure of the school last May.

This complicated dispute is being investigated by an independent Committee of Inquiry, who published an interim report on 14 July. A copy was sent to Mr Easey to pass on to the two teachers. The report does not seek to apportion blame for the dispute. Instead it makes a number of recommendations which the Committee hope will provide the basis for a compromise settlement acceptable to all sides involved. Among other points, the Committee recommend that the 16 teachers whose contracts are not being renewed should be invited to apply for positions at a new school which they are suggesting should be set up. The Hong Kong Government have accepted the report's recommendations and have already taken a number of practical steps to facilitate their implementation.
I understand that the two teachers who wrote to you also found the recommendations broadly satisfactory. I hope that this dispute can therefore now be resolved and that when the new school year opens in September all the children involved will be able to continue their education normally at the schools of their choice.
