Lord Goronwy-Roberts has asked me to thank you for your letter of 30 June about the closure of the Golden Jubilee Secondary School in Hong Kong. He has studied both the letter and the enclosed summary of the case very carefully.

As you know, the Governor of Hong Kong has appointed a Committee of Enquiry to look into this matter. The Chairman, Dr Rayson Huang, has stated publicly that the Committee's terms of reference are sufficiently broad and flexible for them to comment on any matter they consider relevant. has also made it clear that the Committee will need to conduct a thorough examination of past events relating to the school in order to make recommendations for the future.

Lord Goronwy-Roberts has asked me to explain that it would not be appropriate for him, as a Minister, to discuss the case with any of the parties involved before the Committee have completed their enquiries and made their report to the Governor. He hopes that you will understand and accept thi. position. He has also suggested, however, that it would be useful if you could visit one of his officials so that you can hand over the documentation to which you refer in your letter.
