12. We hope the recommendations we now make in this
interim report will be of help to Your Excellency, pending
our final report to be submitted in due course. These
recommendations were formulated after examining a considerable
number of options and we are amply satisfied that we have
received information and views from a more than adequately
representative range of persons involved to make such
recommendations.
