7. We have taken cognizance of the announcement made by the
supervisor of the Precious Blood Golden Jubilee Secondary
School on the 14th May 1978, that a new Catholic Mission
School to be known as St Teresa Secondary School will be
opened in the premises of the existing school. But having
regard to
(a) the factors as set out in paragraph 6 above, and
(b) our objective of avoiding recurrence of a similar state
of affairs,
the Committee now recommends the simultaneous establishment
of an additional new school to accommodate those who do not
accept the arrangements announced by the Supervisor. The
two schools will co-exist and parents of students will be at
liberty to enrol their charges at either establishment. Yet
a further option would be to arrange, if possible, for those
students who are at present studying in other schools to
continue there if they so wish.
8. We recommend that the Director of Education, being the
statutory authority for secondary education in Hong Kong, be
given the responsibility for the setting up of the proposed
new school in September. As the school is to accommodate
those former Precious Blood Golden Jubilee Secondary School
students who choose, with the consent of their parents, to
continue their schooling there, classes should be provided
only from Middle 2 to Middle 5. This arrangement may be
reviewed after one year.
9. We recommend that, for the proposed new school, the
Director of Education approach suitable persons to be the
Supervisor and members of the Management Committee, who
will appoint the Principal and teaching staff. We further
