aim of the recommendations will have to be two-fold, namely

(a) to avoid in general a recurrence of a similar state of affairs

in secondary schools in the public sector, and (b) to avoid in

particular a recurrence of a similar state of affairs in the new

school to be opened as St Theresa Secondary School in September for

students of the Precious Blood Golden Jubilee Secondary School whose

schooling has been disrupted by the closure of the school.

5. As the school year/in September, there is a need to address

ourselves as a matter of priority and urgency to the problems related

to para 4(b) above, with particular reference to alternative arrangements

for the future schooling of these students whose interests and welfare

have been uppermost in our minds. This forms the basis of this interim

report which we now submit one month ahead of the deadline set by our

terms of reference.

6. In formulating our present recommendations we have taken into

account the following considerations:

(A) Without specifically going into the question of culpability

of the parties involved in the events which led to the

closure of the school, or into the question of the propriety

of the actions of the parties, one fact which clearly emerged

is that the cause of discontent stemmeɖoriginally from the

matter of mismanagement of school funds, an act which is without

doubt wrong legally and morally, an act which is regarded

understandably by the students as one of which the students

are the direct and innocent victims, and an act which led to

subsequent events regarded by the students as retaliatory

measures aimed at them and the teachers responsible for

uncovering the mismanagement.
