1. Miss Fan and Mr Wai, the two Golden Jubilee School teachers who sought an interview with Lord Goronwy Roberts (my submission of 3 July) called on me this morning. They were accompanied by Mr Walter Easy, a former member of the Hong Kong police force, who continues to take a close, and critical, interest in Hong Kong affairs. Mr Thompson of this Department was also present. The discussion lasted some 1 hours.

Miss Fan and Mr Wai gave their side of the story on the lines of the summary enclosed with their letter of 30 June to Lord Goronwy Roberts. They emphasised at length that their con- cern was for the Precious Blood school and the education of its former pupils, and that they had come to London solely because they had been unable to get a proper hearing in Hong Kong.
3. Mr Thompson and I listened carefully to what they had to say but made it clear that we could do no more. We pointed out several times that the Committee of Enquiry appointed by the Governor was examining all aspects of the case, past and present, and that the Chairman had made it quite clear publicly that the Committee would consider any matter they thought relevant. We also explained why Lord Goronwy Roberts had felt it inappropriate to see them. They were dispapointed but appeared to understand.
4. The two teachers are young, enthusiastic, perhaps a little naive but clearly very sincere. They made a good impression. Mr Easy, who intervened from time to time with questions and explanations put his points very reasonably. He said that, as
a result of Miss Fan's and Mr Wai's activities in this country, we could expect representations from the National Union of Teachers. He also told us that a group of MP's hope to see the Governor while he is here.
5. We have now received the text of the interim report of the Committee of Enquiry together with the Hong Kong Government's Flags C & D initial comments (Hong Kong telnos 854 and 853). The Hong Kong
government feel that the report gives the dissident teachers "more than their due". My impression is that the Committee have
1 done well in difficult circumstances, and that the publication of
their report, planned for 14 July will do much to defuse the situation.
