HONG KONG; CLOSURE OF THE GOLDEN JUBILEE SECONDARY SCHOOL

1. In her letter of 18 July to the Secretary of State the International

Secretary of the Labour Party seeks comments on a resolution passed

at the last meeting of the party's International Committee, about the

closure of the Golden Jubilee Secondary School in Hong Kong. I

assume that this is the resolution foreshadowed in Mr Stephen's

minute of 11 July, and therefore overtakes the suggestion in that

minute that the Secretary of State should write to the Chairman of

the International Committee.

2. The dispute surrounding the decision to close the school is an

extremely complex one. Many of the facts are in dispute among the

various parties involved; the attached background note attempts to

set out the main chronology of events. The full facts will probably

not be known until the Committee of Enquiry that has been set up

to look into the dispute has completed its final report.

time being however, the most important thing is that the Committee

have produced an interim report which they hope will provide the

basis for a compromise solution that will enable the children involved

to continue their education normally when the new school year opens in

September.
