Mr. Topley,

Director of Education,

Education Department, Hong Kong.

Dear Sir,

16th Sept., 1977.

Warning Letters issued on 16th June, 1977

On behalf of the teachers of Precious. Blood Golden Jubilee Secondary School, the Union wrote to you on 5th July, 1977 concerning the warning letters issued on 16th June, 1977 and would like you to answer three questions:

1.

As to "you are reported", from whom has your department obtained the report? What kind of report is it?

2. After obtaining the report, has your department carried out any investigation? When was the investigation conducted and who conducted the investigation?

3. What are the findings of the investigation? Which findings can be based on to support your issuing the above warning letters?

A reply letter from your department dated 14th July, 1977 said that "As regard to the warning letters issued on 15th June to teachers concerned of that school, I have no further material to add to them."

A reply of this kind was greatly unsatisfactory, In view of this reply and again on behalf of the teachers of Precious Blood Golden Jubilee Secondary School, I would raise the following questions and would like to you to reply to them:

As to "no further material to add" is it that your department has not obtained any report and has not carried out any investigation so you have no findings to support your issuing the warning letters? Or is it that your department has received reports, has carried out investigation and the findings are sufficient to support your issuing the warning letters and only that the your department is not willing to disclose to

the Union the material?

'Trumped-up' charges have been held in contempt for agos. How can they still be applied in Hong Kong in the 70's of the 20th Century? The UNION WOULD not let the matter of warning letters pass easily without knowing the whole truth.

Looking forward to your reply.

Yours sincerely,

Szeto Wah Chairman
