Dear Miss Yau,
I refer to your letter to me dated 20th March, 1978.
The procedure leading to the formation of a pupils' association is governed by the Education Regulations, before the school is prepared to apply to the Education Department for the formation of such an association. I consider it proper that fees already collected from the students should be returned to the students. The collection of fees should be done after the association has been formed and not before.
Will you kindly therefore hand back the money to the students who gave it to you for redistribution without
further delay.
