CHRONOLOGY

Precious Blood Golden Jubilee Secondary School (PBGJSS) was a catholic school

run by the Precious Blood Women Religious Order opened in 1973. It was a girl

school using Chinese as the medium of instruction (most secondary schools in

· Hong Kong use English as the medium of instruction). Ever since the beginning of

the school, teachers had queried about school funds in various subjects and

occasions

In early 1977, teachers of the school noticed that there were irregularities in the

school account. They accumulated evidences of wrongdoings, and on February 1, 1977,

three teachers a proached the Professional Teachers' Union whose President Mr.

Szeto Wab went with them to see Mr. Cater, Commissioner of the Independent

Commission Against Corruption (ICAC). Mr. Cater promised ab investigation. The school bookkeeper and one teacher had been approached by investigators

from the I.C.A.C. on Feb, 12 and "eb. 25 respectively. There had been no fur-

ther news until April 18.

Teachers continued their endeavours et get at the truth. Repeated attempts to

question Sr. Leung Kit-fun, the School Supervisor and Principal, were frustrated.

On April 5, 1977, two teachers again disuassed the matter with Sr. Leung, but no

conclusion was reached. Pister Leung did not deny the charge, but explained that te

the school needed the money to pay off debts.

On Appil 6, the teachers repeatedly asked Sr. Leung to make an appointment for

them to see the Mother Superior of the Precious Blood Order, Sister Bernadetɩe

Woo. This request was turned down. All the teachers and administrative staff,

of the school signed a joint letter addressed to the Mother Superior and the

School's management Committed which consists of Sister Leung and two other

Precious Blood nuns, inviting them to a meeting on April 11 to discuss matters

relating to the school's financial mismanagement.

On April 10, a Precious Blood sister went to the school to make "corrections"

on the vouchers in the presence of the school's bookkeeper (who disclosed this

incident to the teachers.)

On April 11, a meeting was held, attended by Sister Woo, the Mother Superior,

the three nune whg comprise the management committed including Sr. Leung, and
