There is likely to be little support among the Chinese population for the expected opposition to the fee increases, which will come mainly from the expatriate community (in particular those individuals who do not receive education allowances from their employers).

Some of the Government teachers may be opposed to the proposals for the disestablishment of the Government schools because their conditions of service with the ESF will be less advantageous in some respects than those with the Government.

(a)

Members will be asked to advise:

whether the new arrangements for the financing of the schools operated by the English Schools Foundation, as outlined in paragraph 7 to 11 should be approved in principle, subject to further consultation with the Foundation and the Joint Council of the Parent-Teachers Associations;

(b) whether the proposals for the transfer to the

English Schools Foundation of the Government English schools, set out in paragraphs 13 17, should be approved in principle, subject to consultation with the English Schools Founda- tion and the teachers affected.

(The Secretary for Social Services (Mr E. P. HO) and the Director of Education (Mr K.W.J. TOPLEY) will attend before the Council for the discussion of this item).
