Fee levels and student finance in tertiary education vary according to the institution concerned.
A Technical Institutes

Fees range from $60 $400 per annum according to the level of the course and the mode of attendance. Modest increases are proposed to these fees with effect from September 1979. Fees at technical institutes, cannot easily be related to unit costs but, as costs are much higher than for secondary school courses, fees represent a lower percentage.

Approximately 55% of the students on full-time courses at the post-Form V level receive some financial assistance from the Government, comprising remission of fees and, for some, a maintenance grant of up to $800 per
annum.

Colleges of Education
Fee levels are currently $400 per annum and will be increased to $800 with effect from September 1979. Some 90% of full-time students receive financial assistance from the Government, comprising a grant of up to $1600 per annum for students in the first two years and up to $2000 for third year students, and an interest-free loan of up to $1200 per annum. As noted in paragraph 5.17 of the White Paper, it is proposed that with effect from September 1979 the maximum grant of $2000 per annum should apply to students at all stages of their course and that the maximum loan should be increased to $2400 per annum. There are higher grants available to certain mature students at the Technical Teachers College.
C Post-secondary Colleges

As these are private institutions, fee levels are determined by the college authorities. The highest current fee level is the $2800 per annum at the Baptist College. Student assistance is at present confined to a loan of up to $1000 per annum for needy students at the Baptist College.

Assistance to students at post-secondary colleges will be greatly improved under the White Paper's proposals. While the colleges will continue to determine the level of fees for their courses, subject to approval by the Director of Education, the Government grant to the colleges will assume notional fee levels of $800 per annum for the two-year courses at the sixth-form level and $2500 per annum for the two-year tertiary-level courses. Also, students on the latter courses will receive grants and loans on the same basis as the improved scheme for college of education students, and students on other tertiary-level courses at approved post-secondary colleges will receive loans of up to $4400 per annum.
