the sponsor should advise the Education Department in writing of the name and address of the quantity surveyor. to be employed,
and state the professional fees agreed.
Drawings, Specifications and Tender Documents
After the sketch plans have been approved, working drawings, specifications, bills of quantities and tender documents for
building and for electrical installation and other sub-contracts should be submitted for approval. In this connection, "building"
is to be understood to include site formation and piling.
Tenders
After approval has been received of the working drawings,
specifications, bills of quantities and tender documents, the
sponsor or the architect for the school should submit a list of
proposed tenderers for prior approval before the invitation of
tenders.
The procedure should be as follows:

Schools should call for tenders from at least five
contractors on the P.W.D. list of approved building
contractors. If it has not been possible to obtain
five tenders, the circumstances should be explained
and the names of the contractors who declined or
failed to tender should be supplied when forwarding tenders received to the Education Department.

The architect must attach a letter certifying that the tenders comply with the working drawings and specifications and that they are arithmetically correct, and stating which tender his client recommends for acceptance.
There a quantity surveyor is employed, a comparative
analysis of tenders received should also be forwarded.
Special reasons must be given should the acceptance of
a tender other than the lowest be recommended.
The tenders must be accompanied by a letter supported by a statement from the architect stating clearly all
financial commitments which may be involved in the
building other than building tenders, e.g., other works such as site formation, piling, architect's fees.
