Non-Recurrent Grants (Major Repairs)
Requests for special grants towards the cost of items such as major repairs, alterations and redecoration of buildings costing 4,000 or more, must be submitted to the Education Department on the form shown at Appendix 24, not later than the date prescribed by the Director each year so that the requests may be considered by the Education Department for inclusion in the following year's Draft Estimates.

Requests for special grants in respect of major repairs which have not been included in the Estimates will not normally be considered unless they are of an emergency or unforeseen nature.

Schools will be advised (normally at the beginning of each financial year) which items have been approved for the purpose of grant, and tenders should then be called for as soon as possible. Changes of plan shall not normally be permitted at this stage.

Schools should call for separate tenders from not less than five different contractors at least three of which should be chosen from the P.W.D. list of approved building contractors and one of which must be the P.W.D. Maintenance Contractor whose name shall be notified in the letter from the Education Department to schools advising that tenders can be invited. Tenders should be sought by using the standard letter shown at Appendix 20. All tenders for the same piece of work must be strictly comparable. If it has not been possible to obtain five touders, the circumstances should be explained and the names of the contractors who declined or failed to tender should be supplied when forwarding tenders received to the Education Department.

Tendors for repairs should contain items of work relating only to the aided school portion of premises. Repairs to quarters, chapels or any other part of the building not approved for grant purposes. shall not be included in the tenders, and supervisors shall certify to this effect, when tenders are submitted to the Education Department.

In the case of repairs costing $20,000 or more, an architect should be employed to draw up the specifications. The supervisor must inform the Education Department, in writing of the appointment of the architect and the professional fue agreed.
