that, if well deployed, the resources devoted to education may increase the capability of the labour force to adapt to new techniques in production and new patterns in employment, factors which are undoubtedly conducive to economic growth if other circumstances are favourable. Furthermore, a

better educated society should be more capable of coming to terms with its social problems and of enjoying constructively the benefits of a high standard of living.
