12. Financial implications
12.1
This Green Paper is concerned essentially with putting forward for public comment general proposals relating to the expansion and development of education services. Precise costings cannot be provided until the details of implementation have been decided. The figures below, which are at 1977-78 prices, merely attempt to indicate the likely growth of expenditure within the areas covered by this Green Paper, including items to which the Government is already committed, as well as new proposals. The new proposals in the Green Paper would add approximately 10% to expenditure arising from existing policies. The expenditure on the universities and Polytechnic includes all planned developments, including the establishment of the medical and dental schools; these costs may require modification following receipt of the UPGC's recommendations in respect of the forthcoming and subsequent triennia.
