The population taken is the mean year group of the 17-19 year old population.

Some of the higher technician and the technologist places will be taken by students who have already completed a lower-level course. The projected number of places may vary depending on the mix of full-time, part-time day and evening courses.

whom the minimum level of recruitment is at present completion of Form IV.

This figure might be increased if the length of the Chinese University's undergraduate course were to be reduced from four to three years, as discussed in Chapter 10.

Among private tertiary education institutions, the most important are the two colleges registered under the Post Secondary Colleges Ordinance, which at present provide for a further 1% of the age group. Both colleges have already received substantial assistance from the Government in the form of land grants and, as proposed in Chapter 8, the Government will continue the limited scheme of fee assistance for needy students.

In reaching its view on the rate of expansion of publicly-provided or assisted places in tertiary education, the Government has attempted to reconcile three factors indicative of need:

(i) student demand for tertiary education;

(ii) the academic standards that these courses require

and the proportion of the population with the capability of meeting these standards; and
