When the six technical institutes are fully operational, they will have 15,100 first-year places for Form III leavers and so be capable of providing for some 20% of the 15 year old population in 1986. The Government will consider providing additional places in technical institutes if this is justified by the level of demand. (Fuller details of the build-up of capacity in technical institutes are given in the table at the end of Chapter 7.)

There will be other types of public-sector places, in addition to those noted in paragraph 4.7, available for the Form III leaver. At present about a thousand young people proceed to courses in adult education centres; as noted in Chapter 11, places on such courses will be expanded or contracted in accordance with demand. Some Form III leavers will proceed to special institutions such as the Police Cadet School. Regarding the remainder of the population in the age group, some 500 will be children of expatriate families proceeding to English- speaking schools. Others will come within the ambit of special education, the expansion programme for which has been described in the 1974 White Paper, Integrating the Disabled into the Community: a United Effort.
