in modern teaching methods. It will be necessary for the colleges to raise their entrance standards as more students proceed to sixth form education. The length of the basic pre-service training course at the colleges of education will be extended to three years and a systematic programme will be developed for the in-service retraining of teachers who have been some years in the schools. It is highly desirable that university graduates who enter the teaching profession should take a course of teacher training and the need for further inducements will be considered.

The Polytechnic will have a full-time and equivalent part-time day and evening student population of about 11,400 by session 1980-81 (providing for a total student population of about 28,800), and will level off thereafter at about 12,000 full-time and equivalent (providing for a total of about 29,600 students). The range of courses provided at the Polytechnic will be broadened as it assumes responsibility for the training of personnel for various professions related to the medical and social work services.

In session 1980-81 the University of Hong Kong will have about 5,450 students and the Chinese University about 4,880 students. In the period thereafter each university will expand at roughly 3% per annum, reaching a combined population of about 11,300 by 1983-84 and about 12,300 by 1986-87.

It is estimated that over the next decade within the areas covered by this Green Paper there will be a requirement for some $668 million in capital expenditure and for recurrent expenditure to increase by some $351 million.
