I enclose the text of Mr Luard's statement (in our tel 01 to Peking you received the passage relating to Hong Kong) and a back- ground note on the situation in Hong Kong which was largely taken from your telegrams 1408 and 1409. It was distributed to the Press at Mr Luard's press conference and circulated only to delegations of countries of resettlement at Mr Luard's request.
