2. Mr Ronald Bell MP put down a Private Notice Question last Monday about the UNHCR consultations on the Indo-Chinese refugee problem held in Geneva on 11-12 December, which Mr Luard attended. It was disallowed in view of the fact that Mr Luard will be reporting

Mr Bell to the House on the matter during; tomorrow's debates. intervened on this matter during the debate on the motion for the Christmas Adjournment on 12 December.

3. Mr Luard already has a copy of the speech he made in Geneva in the light of the Department's brief. As requested by Mr Duggin, attach tables of UNHCR statistics showing the scale of the Indo- Chinese refugee problem (the position of the Vietnamese refugees cannot be considered in isolation without taking account of the wider refugee problem in the region). These include:

statistics relating to "land refugee" arrivals in and departures from Thailand, and the remaining case-load

there;

a breakdown of the numbers of "land refugees" taken from Thailand by the major countries of resettlement;

the number of arrivals of Vietnamese "boat refugees" ir various South-East Asian countries and the numbers awaiting resettlement, with a table illustrating the mounting increase in arrivals since the spring of 1978;

(iv) the principal countries of resettlement for "boat refuse

and the numbers so far accepted;

current resettlement offers, including those announc~~ at the UNHCR consultations.
