1. I submit, as requested, draft speaking notes on which Mr Luard

may care to draw. SEAD concur. UKMIS Geneva have advised that formal speeches will probably not be appropriate at these consult- ations: the intention is to provoke a meaningful debate and exchange of ideas, with a view to reaching practical solutions.

Mr Luard will wish to discuss the handling of the meeting with

Sir James Murray on his arrival in Geneva.

2.

The last phrase in para 4 is the holding formula proposed by the Home Secretary in his interim reply to the Secretary of State's minute. The last sentence of para 6 cannot be used unless and until Mrs Hart obtains Treasury approval for her offer.
