2. The final draft will need to be submitted to

Lord Goronwy-Roberts and Mr Luard.

3. We are awaiting a telegram from Hong Kong containing points, for inclusion in the Background, on the measures Hong Kong has taken to tackle the refugee problem there: in any case, Hong Kong will be represented on our delegation.. In the meantime, I should be most grateful for your comments on, or amendments to, the attached draft.
