In his address to the UN General Assembly, Cy Vance said he hoped the High Commissioner for Refugees would consider convening an international conference in the very near future to seek humane solutions to the plight of Indo-Chinese refugees, including the "boat people". He also proposed that consideration be given at a later date to a general conference on the world-wide refugee problem.

2. I expect there will be much talk in Geneva, especially in UNHCR circles, on these proposals. I should be interested to hear of any gossip on the subject which may come your way.
