Dear Jain,

You will recall my various discussions with yourself and Ron Bridge concerning administrative arrangements for UNHCR presence in Hong Kong. We are in the process of strengthening our staff in Hong Kong in order to effectively handle the increasing caseload of Vietnamese boat people there.

I understand that during the visit of Mr. Homann-Herimberg to Hong Kong, you expressed, on behalf of your Government, the wish that UNHCR officials should have direct communication with my headquarters in Geneva. I do not recall that this was indicated to me earlier. As you know our office in Hong Kong is part of the regional set-up with regional headquarters in Kuala Lumpur. Therefore, I would like to know from you, whether my understanding of your desire as expressed to Mr. Homann-Herimberg was correct and, if so, any specific reasons for such request from the Hong Kong authorities.

I shall appreciate an early reply from you.
