Lord Goronwy-Roberts wrote to Mr. John on 5th October about the possibility of our accepting a further intake of Indo-Chinese small boat refugees outside the criteria at present operating.

Before a decision can be reached in this matter

we shall need to consult the voluntary organisations to whom the task of resettlement will fall and, as you will appreciate, they are at present somewhat preoccupied with the recent emergency reception of the 346 refugees rescued by the m.v. Well Park.

Mr. John will write himself once these and other necessary consultations have been concluded.
