The definitive list

of countries which have been invited to the consultations are:-

b

members of the Executive Committee

countries of first asylum Indonesia, Japan, Malaysia, Philippines, Korea, Singapore, Thailand and Vietnam

c) countries having shown an interest New Zealand, Finland

and Argentina.

So far only Turkey has notified UNHCR that they will be represented and it is not expected that others will do so until a week or so before the meeting.

2. I have once again reflected your concern to Homann-Herimberg of UNHCR that Panama and Liberia have not been invited. to UNHOR. He will be touring the region next week for discussion with governments prior to the consultations.
