I am most grateful to you for being here today. You

represent 21 Governments each of you share our precccupations

concerning the Indochinese refugees and displaced persons.

presence symbolises, as does mine, the concern of the international

community to find humane and durable solutions for the problems

that are being faced.

I view this meeting as most timely: first, it gives me

opportunity to share certain perceptions with you, drawn from my

own mission to this area; and second, it emphasises the value I

attach to continuing consultations with you - for, in this task,

we are partners. I am convinced that our efforts to find solutions

must be closely and continually coordinated, in order to have

coherence and real impact on a situation that develops from month

to month. It is essential that we think and plan in advance

order to stay ahead of the demands of a highly complex and inter-

related situation. I should, therefore, like to re-emphasise that

this meeting should be viewed as part of a continuing process of

high-level consultation between UNHCR and Governments. Because I

believe this process should continue, my office intends to take the

initiative to convene similar consultative mectings in Geneva, as

and when the need arises. Additionally, as many of you are aware,

we shall have the opportunity to review our concerns when my

Executive Committee meets in Geneva early next month.
