I do not know whether Vice-President Mondale exceeded his brief Lut as you will see from the attached official ICA Press Releases, the U.S. Attorney General authorised the entry of an additional 25,000 Indochinese Refugees on 14 June. this number at least 15,000 will come from Thailand and will include 12,500 from inland camps and at least 2,500 boat refugees. You may also be interested to see the ICA Press Release of 10 July setting out U.S. Governments' guarantee to resettle all refugees recuded by ships under American registration or ownership.

None of the other points in Mr. Orr's letter appear to call for comment.
