In signing this Convention, the Government of the United Kingdom of Great Britain and Northern Ireland declares that for the purpose of its obliga- tions thereunder the words "events occurring before January 1, 1951," in article 1, section A, shall be understood as referring to events occurring in Europe or elsewhere before January 1, 1951.
