Apparently relations between the Tibetans and the Nepalese are good on the The Nepal Government and the people themselves have been tolerant in their attitība. towards the settlement of refugees in their country and towards individual refugees. There has been political trouble in the North when groups of Tibetans launched attacks over the border into China/Tibet. As China and Nepal are on good terms, this made difficulties for the Nepalese Government and aroused feelings against the Tibetans for

a time.

The Nepalese Government will only allow voluntary organisations to work for the Tibetan refugees if they are also helping local Nepalese people; for instance, the SUS Children's Village accommodates some Nepalese as well as Tibetan refugee children.

in talks with Mr. Kesang Jampel, Representative in Nepal of H. H. the Dalai Lama, he told me about the special needs of isolated groups especially of old people. Also some elderly refugees without families are in need in Kathmandu and other parts of Nepal.

In Dashkiel camp there are 50 old people in need of extra food and comforts.

In the remote Mustang area near Jomsan, one Settlement with 300 people has twenty very old people and in need of help. This is a difficult area to visito

Near the Tibetan border, some 30 nuns and monks are living in caves and small huts; 10 of them are in serious need and 20 others are very old and needy.

Some time ago small homes were started in the Everest area for the very old, hand- icapped and blind, without relatives. For lack of funds, these could not be continued; instead small groups of two and three are living together to help each other. are urgently needed to provide extra comforts.

SUMMARY

Funds

Although Tibetans in Nepal are, on the whole, reasonably well settled and integrated, there are certain needs which could be met by funds from the international community.

As indicated in the above report, funds are needed fpr:-

DASHILING HANDICRAFTS CENTRE

b) Piping for Water Supply

c) Childrens Nursery

d) Agricultural Tools

e) Clinic

2.

TARSHI PALKHIEL SETTLEMENT

a) New stone and cement houses with corrugated roofs

b) Purchase of more land to resettle newly-arrived refugees

3.

ELDERLY AND HANDICAPPED REFUGEES

Funds for extra food, comforts and welfare for:

a) Groups of elderly and handicapped in Dashkiel camp and the settlement near Jomsan b) Nuns and monks living in caves

c) Small groups of elderly and handicapped in the Everest area.
