MR MAIDEEN: AFFROACH TO THE HOME OFFICE ABOUT CITIZENSHIP OF THE

· UNITED KINGDOM AND COLONIES

1. The Home Office have replied to Mr Cortazzi's proposal that Hr Maideen should be registered as a Citizen of the United Kingdom and Colonies, that they were prepared to let Nr Maideen have an entry certificate for settlement in the UK, but would undertake to do no more than look at an application for registration from him after he had been resident here for one year.

2. The offer has been discussed with Mr Maideen. He is dis- appointed with it and evidently considers that he has received little recognition for all that he has done for the UK.

3. Mr Tesh considers that Mr Maideen is under pressure from the Indian Embassy, who are aware that he possesses a UK passport (and could withdraw his Indian citizenship). Mr Maideen is persunded that the Indian Government will not renev his Indian passport when it expires in September 1978. If this were to happen, he would the left stateless and the British Government might be accused of leaving him in the lurch. Mr Tesh notes that this would make a "pretty press story" in the light of Mr Maideen's outstanding services.

4. Although there is a complication, in that he is unwilling to undertake to maintain a future connection with UK, there is a compelling case for trying once more to extricate Mr Maideen from the difficulties in which he finds himself, partly as a result of his work on our behalf. The Home Office could be asked to improVA their present offer, which as it stands is of no immediate help to

him.
