Sir Anthony Royle, who is generally sympathetic to the policies of the Hong Kong Government, tabled five PQs on Hong Kong during 1977. He also tabled an Oral Question, which was not reached, about Vietnamese refugees, for answer on 27 February. The present Question would seem to stem directly from the earlier

one.
