The Target Population
Employers are defined as management of establishments with direct
responsibility and influence on policy matters concerning employees.
Examples are proprietors, managing directors, general managers and
personnel manager.
Employers are defined as full-time, part-time, temporary or piece-rate
workers earning over $200 per month and working at least one day per week
for an employer.
These definitions are in line with those in the Green Paper.
Establishments without employees were excluded.
Self-employed persons were excluded (since they are excluded from
the proposed scheme at the first stage).
Government servants were excluded.
Sectors of Industry covered in selecting employers
Ideally, there should be a complete, accurate, and up-to-date sample
frame for all industries, each complete with an accurate number of establishments and employees. However, no such sample frame could be made available within
a short time, and the very tight schedule within which the exercise had to be carried out did not allow any protracted period of preparation. Sample size was also limited by interviewing manpower and financial resources since several other Green Papers were being processed almost simultaneously.
It was thus decided, to concentrate on sectors with the largest number
of establishments and the largest employment size.
