INTRODUCTION
Objectives
The Contributory Insurance Scheme against sickness, injury and death proposed in the Green Paper "Help for Those Who Can Least Help Themselves
A Programme of Social Security Development" is an enterprising attempt
to improve the welfare and protection for our workforce.
Its success
-
would have to depend basically on the extent to which it would be supported
by employees and employers, if implemented.
This study seeks to ascertain the extent to which the proposed scheme
is desired by employees, whether it is likely to receive the co-operation
of employers; what, in the employees' view, the priorities should be,
and whether certain operational problems may be forestalled through
community-wide consultation.
The Research Team
The Research Team was headed by Mr. Augustine K. Chui, Deputy Director
for Home Affairs, Mr. Raymond K. C. Li, of the Statistics Department, and
Mr. Kim Y.S. Cham, of the Department of Management Studies, University of
Hong Kong.
Field work was supervised by one field work controller, and five field
work supervisors, who are demonstrators, graduates, and advanced students
of the University of Hong Kong.
Computer programmes were prepared by a demonstrator.
95 interviewers
were recruited from students of University of Hong Kong. 10 interviewers
were temporary community organizers deployed by Home Affairs Department.
A number of clerical staff and manual workers were employed on an ad hoc
basis in helping to process the survey.
