1. The Hong Kong Government are currently considering the implementation of a contrib- utory Social Security scheme. Mr Hurst, the Overseas Legal Adviser, has informed me that the Government of Korea is about to bring into force a contributory and compulsory National Insurance scheme. It would be most useful if we could have some facts about this scheme to use in our discussions with Hong Kong about their proposed scheme.

2. I would be very grateful, therefore, if you could send me any information about the proposed scheme in Korea including the level of contribution by workers, employers and Government and what sort of benefits it will provide. Mr Hurst received his information from Professor Park of the Institute of Labour and Management, Sogang University, Soeul, if that is any help to you.
