We spoke on the telephone about the problems which have emerged during the Hong Kong Government's further consideration of the poss- ibility of introducing a contributory social security schenc. enclose a copy of a self explanatory letter from the Governor to ethes with the relevant paragraphs fron his speech to the Legislative Council on 11 October.

2. inisters here have attached considerable importance to the intro- duction of a contributory scheme and are likely to be disappointed that difficulties have emerged at this comparatively late stage. shall therefore need to submit the Goveror's letter with informed comments. It would be a very great hel to have the benefit of your advice before doing so.

3. Perhaps you could give me a ring when you have had chance to study the Governor's letter; we might then arrange to meet for lunch. In the meantime please let me know if you need any futher documentation.
