Since the Governor's meeting with Lord Goronwy Roberts on 25 April I have heard nothing more about plans for a contributory social insurance scheme in Hong Kong. Paragraph 12 of the record of that meeting states that Mr Ho and Mr Heppell were going to produce a paper on the comparative merits of voluntary and compulsory contributory schemes and that this paper would be put before Executive Council. Do we know what progress has been made and should we not ask to see a draft before it goes to Ex Co?

2. Do we know if Mr Ho has replied to the Government Actuary's letter of 8 May and is Mr Martin to visit Hong Kong in July as suggested/in his letter?
