CONCLUSIONS

12.1

This Green Paper sets out how the Government considers social security should be developed in Hong Kong. If its proposals receive general support from the community, and are implemented, the protection given by the community to those most in need of protection will be much improved and Hong Kong will have developed a social security system which largely meets the particular needs and circumstances of Hong Kong.
