In the period following 1971-73, economic circumstances prevented the Government from doing more than consolidate existing schemes and ensure that the purchasing power of benefits did not decline. The improvement in the economic situation of Hong Kong has, however, enabled the Government to review its existing social security provisions and to consider their improve- ment. The outcome of the review is a series of proposals for social security development, which are contained in this Green Paper.

The Green Paper also considers the relationship between social security and social welfare services and the impact of an extended programme of social security on the need for social welfare services. The two kinds of service complement each other and the impact of the proposals for social security development on social welfare services has to be taken into account.
