amenities. What the scale rates provide is an amount for people to meet all ordinary living expenses in the way that suits them best.

44. Where a claimant necessarily has to spend considerably more than the ordinary person on items covered by the scale rates or has needs which are not covered by these rates, a discretionary addition to weekly benefit (known as an exceptional circumstances addition) or a lump-sum payment (known as an exceptional needs payment) may be made (Chapters 6 and 7).
