You wrote to me on 23 March about your coming visit to Hong-Kong. Unfortunately, we have not been able to make progress with the costings you requested, partly through pressure of other jobs, but also because we really need more details of the type of scheme you envisage. We also need some idea of what average level of unemployment we ought to assume for Hong Kong. All we have, is one figure of the number recorded as unemployment at a Census date, which may not be typical. We would be grateful if you would ask the Hong Kong authorities to let us have any further data they have on levels of unemployment over the years.
It has proved surprisingly difficult to obtain details of the extent to which Governments finance schemes of unemployment insurance, but I have managed to obtain details for the EEC countries and these are summarised in the attached note.
I am only sorry I cannot provide any more at this stage, and I hope your visit is a fruitful one.
