Carry through present plans for construction of new low cost public housing;
(ii) Continue with present Home Ownership Scheme, and consider expanding it if this would appear justified by public demand (but not at the cost of slowing down the programme either for building new low cost accommodation for rent or for upgrading the earlier public housing estates);
(iii)
In the private sector, introduce measures to control rents and ensure security of tenure, at least at the cheaper end of the scale.
Health
(i)
Expand general hospital facilities;
(ii) Improve services for the deaf, blind and mentally handicapped;
(iii) Expand facilities for psychiatric and geriatric patients;
(iv) Increase the number of out-patients' clinics and expand the services available inthem;
(v)
Increase the training facilities available to ensure an adequate supply of medical and para- medical staff;
(vi)
(vii)
Expand the government dental services;
Make medical services more easily available to the poorer sections of the community, for example by abolishing the daily HK 3 hospitalisation fee.

Improve pupil/teacher ratios at all levels;
Consider using the surplus of primary school teachers and the anticipated spare capacity in primary schools in order to make more places available at the pre-primary level;
