PRICES AND CONSUMER PROTECTION

Whisky

Mr. Arthur Lewis asked the Secre- tary of State for Prices and Consumer Protection to what extent the whisky dis- tillers have claimed an increase in the price of whisky; whether the directives of the Common Market to increase the price of their products are sufficient reasons for such increases to be made and sanctioned by the Price Commission; and whether he will make a statement.

Mr. John Fraser: Notifications of price increases are matters for the Price Com- mission. In considering such notifications it is required by Section 2 of the Price Commission Act 1977 to have regard to all matters set out in that Section which it considers to be relevant.

Rhodesia

Mr. Hooley asked the Secretary of State for Foreign and Commonwealth Affairs when he expects Mr. Bingham, QC, to present his report on the breach of oil sanctions against Rhodesia.

Mr. Rowlands: It is too soon to indi- cate when my right hon. Friend expects to receive the report. Mr. Bingham is aware that my right hon. Friend regards his task as urgent.

Hong Kong

Sir P. Bryan asked the Secretary of State for Foreign and Commonwealth Affairs if he will outline developments in Hong Kong in the rehabilitation services schedule for 1978-79.

Chemical Warfare (Prohibition)

Mr. Hooley asked the Secretary of State for Foreign and Commonwealth Affairs if it is the policy of the United Kingdom to accede to any United Nations convention outlawing the use of chemical warfare.

Mr. Luard: The United Kingdom is a party to the Geneva Protocol of 1925, which renounces the use in war of asphyxiating, poisonous and other gases and of analogous liquids, materials or devices. It is also our policy to seek a convention prohibiting the development, production, stockpiling and use of chemi- cal weapons, and on their destruction. We put forward a draft convention for this purpose in 1976. We hope that cur- rent bilateral talks between the United States and Soviet Union will lead to the multilateral negotiation of such a con- DATE vention in 1978.

Mr. Hooley asked the Secretary of VOL State for Foreign and Commonwealth Affairs if he will list in the Official Report all the treaties, conventions or other international agreements relating to the control, prohibition or use, of wea- pons or techniques of warfare to which the United Kingdom is a party and any which are currently under consideration.

Mr. Luard: The main treaties relating to the control, prohibition or use of wea- pons or techniques of warfare to which the United Kingdom is party are:-

The Geneva Protocol for the Prohibition of the Use in War of Asphyxiating, Poisonous or Other Gases, and of Bacteriological Methods of Warfare, 1925.

The Treaty Banning Nuclear Weapon Tests in the Atmosphere, in Outer Space and under Water, 1963.

The Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, Including the Moon and Other Celestial Bodies, 1967.
