a monthly payment would have the undesirable effect of raising the long term PA family's basic monthly income to a level $200 higher than that of a family with an income marginally above PA level; this would be the case even if the family on PA had been receiving only $10 a month in public assistance. This permanent increase in PA support would be inequitable vis a vis families who just fail to qualify for PA. It would also result in families on long term PA continuing to be better off than other families whose monthly income remained not more than $200 above the PA support level;

(b) it is very difficult to save up to buy household

replacements when on PA; a lump sum every year would provide a chance to meet such needs, while avoiding the objections in (a);

(c) household and durable goods do not require monthly

replacement.
