the welfare allowance scheme, to make sure that the circumstances justify the aid. Accident compensation, as a form of social security, is relatively undeveloped. Against this background, bearing in mind that funds for social security development are necessarily limited in the face of competing priorities, the Government does not propose any further development of accident compensation. It is intended, however, to review the position after a few more years experience of such schemes elsewhere.
