Although Hong Kong has not adopted the

social insurance approach, it has a reasonably good social security system of its own - a system providing for all the benefits normally inherent in a social security system, i.e. Public Assistance for those whose income falls below a prescribed level, old age allowances (for those aged 75 or above), disability allowances for severely disabled persons, sickness and medical benefits, employment injury benefits benefits for injury or death as a result of crime

of violence or law enforcement, emergency relief for those affected by natural or other disasters. Even more significant is the fact that Hong Kong is the only territory which pays unemployment benefits to the able-bodied unemployed (through the Public Assistance Scheme); no such benefits exist in any other territory.

Overall, in terms of labour and social

security provisions it can safely be said that

Hong Kong compares favourably with all the noighbouring countries under study.
