Apart from staff numbers there are other difficulties which hamper the performance of labour inspection duties, the main one being the communications problem due to the scattered location of industrial under- takings and the existence of many small establishments. 8.3 In order to assist in the task of enforcement, the Indonesian Government relies on the regular education of employers through seminars and discussions and their cooperation. Where this fails, prosecution
is considered. On average, not more than ten prosecutions are instituted each year and the fines imposed by the courts are low, averaging about 5,000 Rupiah (about HK$50) in each case.

The role of trade unions in complementing the enforcement efforts of the Government is small although over 4 million or about 10% of the labour force is unionised.

8.5 In general, law enforcement is ineffective. There are only 200 labour inspectors for the whole country and about one-fifth of them are specialist inspectors responsible for industrial safety, are 34 Regional Offices of Labour Affairs, and the largest Regional Office (Seoul) has 10 inspectors catering for a population of 7.5 million. Inspections and investigations are carried out on receipt of complaints. A lenient enforcement policy is adopted and the emphasis is on guidance and education of employers who are found violating the law. averaged 12 a year for the Seoul Regional Office which accounts for the bulk of prosecutions. Although the maximum penalty for offences is 1,000,000 Won (HK$10,000), the general level of fines is about 200,000 Won (HK$2,000).
