Cost of living allowance

In Hong Kong the payment of a cost of living allowance is common for low-salaried employees in the Government, public utility companies and large industrial establishments. Only the Philippines has legislation making the payment of an Emergency Allowance (which is a cost of living allowance) mandatory to all employees earning less than HK$350 per month, the allowance ranging from HK$45 65 per month depending on the registered capital of the establishment. The payment of a cost of living allowance is also common in Korea (10-20% of salary for both Government and private employees) and in Thailand (HK$50 per month for Government employees but the amount varies in the private sector in accordance with the level of responsibility).

Such allowances are not common in Indonesia, Malaysia and Singapore.

Travelling allowance

It is common in Hong Kong and Singapore for the larger industrial establishments to provide

free transportation or give a travelling allowance

to workers. However, this practice is not common in the other territories (except for Korea where a

free bus service is provided for all Government employees going to work in the morning).

Quarters or housing allowance

7.9

In Korea large industrial establishments provide quarters for workers. In Malaysia,

agriculture and plantation workers as well as those engaged in tin mining operations are provided with quarters. However, it is not a common practice
